Delegate Hugo spoke to NBC 12 Richmond about House Bill 1220 last week. Excerpts from the interview were aired on Monday night, January 25th.
Delegate Hugo’s bill proposes postponing the effective date of current stormwater regulations until after the EPA completes a study to determine an appropriate Total Maximum Daily Load (TMDL) for the Chesapeake Bay. TMDL is the maximum amount of a pollutant, plus a margin of safety, that a body of water may receive and still meet its water quality standards. The TMDL study is on track to be completed by the end of 2010.
EPA’s recommendations for the Bay will provide the key to implementing appropriate stormwater regulations. Prematurely making new regulations effective will only serve to establish standards that will have to be revisited in a few months to incorporate the EPA’s findings. The fluctuating standards will create confusion and extra cost for Virginia businesses and will result in a reduction in development and job loss.
Delegate Hugo’s bill proposes waiting a short time to make sure that the most appropriate stormwater regulations can be implemented. The bill proposes the most efficient way to protect both the Chesapeake Bay and Virginia businesses.
